About Paul Whiteway
Paul is a former senior British diplomat with extensive experience of investment promotion, economic diplomacy, conflict resolution, and stabilisation. He provides strategic support to clients of national, regional, and city-based trade/investment promotion agencies, Special Economic Zones, and trade ministries worldwide.
In his diplomatic career his overseas posts included Minister Counsellor in the British Embassy in Chile; Counsellor & Deputy Head of Mission in the British Embassy in Syria; and British Deputy High Commissioner in Uganda. In 1994 he set up the UK’s diplomatic office in Rwanda.
Paul’s London-based jobs included Director International Sales at UK Trade & Investment; Director International at Invest·UK; and Assistant head of African Department (Southern) in the Foreign & Commonwealth Office.
Other career highlights:
- Director of the London office of the diplomatic advisory group Independent Diplomat, where he advised clients how to secure their legitimate political goals through diplomacy (2010-2018).
- Independent consultant specialising in Foreign Direct Investment (FDI) promotion (2008-2010). He designed and delivered training course for diplomats in FDI Promotion in conjunction with UNCTAD and co-authored the Investment Promotion Handbook for Diplomats.
Between 2003 and 2008, Paul worked at the heart of the UK’s inward investment promotion agency, first as Director International in Invest·UK, then as Director International Sales, when Invest·UK was folded into UK Trade & Investment. Paul led a team of 89 investment staff working with British diplomatic missions in 34 markets to attract, grow, and retain FDI.
