GDP’s LATAM Experience

GDP has extensive experience over more than 15 years, of delivering consulting and benchmarking projects aimed at supporting ministries of commerce, trade and investment promotion agencies, special economic zones, and municipalities in Latin American and Caribbean countries ranging from Mexico to Chile, and from Cuba to The Bahamas.  We have also carried out training assignments to reinforce the capacity of these institutions to promote trade and inward investment.

A selection of our consulting experience

We have just completed a project in Colombia to advise Invest in Bogota about a strategy for targeting investment in advanced manufacturing (2020).

We formulated the Investment Promotion Strategy and Policies for the IT/ITES sector for Nicaragua. This project was developed for the Nicaraguan Institute of Telecommunications (TELCOR) and PRONicaragua and funded by the World Bank within the World Bank CARCIP programme (2019).

We assisted Invest in Chile to develop and implement its investor outreach programme for the tourism sector, specifically focused on tourism infrastructure, eco-tourism and Astro-tourism investment opportunities (2017).

We designed and delivered an agribusiness and food processing export-oriented investment promotion sector strategy, policy instruments and a five-year action plan and budget for PROESA, the national trade and investment promotion agency of El Salvador (2017).

We developed investment opportunities for niche tourism sector profiles and investment promotion attraction strategies for nine CARICOM (Caribbean Community) countries including the Dominican Republic (2016).

We designed the investment promotion and proposition-based marketing and action plan for high-potential investment opportunities in Chilein Mining, Agribusiness, Infrastructure and Energy. This included identifying and qualifying a database of at least 300 potential investors that match the country investment opportunities and competitive advantages and the delivery of an investment promotion and proposition-based marketing action plan for a 12 months period (2015/16).

We benchmarked investment incentives offered by Mexico at the national and sub national level with those offered by 8 countries at the same level to stimulate export-oriented FDI and FDI into R&D, high value added sectors and depressed geographic areas. The client was PROMexico. The work included identification of trends, best practices and recommendations (2015).

We conducted a perception study for PROInversion of the business and investment climate in Peru focused on the largest infrastructure and engineering companies in the UK.  We also developed the strategy and promotion plan to increase companies’ involvement in Peru’s investment opportunities in infrastructure and related PPP processes (2014).

In Colombia, we carried out benchmarking to assess the impact and performance of Invest in Bogota against 4 leading international IPAs, looking at investment promotion best practices, any gaps in agency strategic focus, and operational performance regarding investment promotion and facilitation, communication and branding and policy advocacy (2014).

We carried out a diagnosis and made recommendations for the institutional strengthening of PROESA in El Salvador (2012/13).

A five-day capacity building and strategic thinking workshop for Invest in Chile. was included with an Action Plan implementation workshop day (2017).

A field visit to Europe for staff from the Ministry of Foreign Trade of the Republic of Cuba to learn how inward investment projects are managed and evaluated by a range of different organisations (2017).

An Investment Promotion training workshop for staff from the Ministry of Foreign Trade of the Republic of Cuba focused on international best practice in investment facilitation from first contact to corporate establishment (2017).

A 3 day intensive training programme to strengthen the capacity of staff at PROESA to develop and implement an FDI promotion strategy and techniques and tools to attract, retain and expand FDI in El Salvador (2016).

A 5 day Complete Investment Promotion Programme (CIPP) conducted in Spanish for the newly formed national agency, Invest in Chile, including a Leads Generation Programme tailored for Invest Chile’s 5 priority sectors (2016).

A Complete Investment Promotion Program (CIPP) held in Bogota for staff from multiple agencies at the national and subnational level including from Colombia, Mexico, Panama, Costa Rica, and El Salvador (2015).

Two investment promotion capacity building seminars in Panama for the new agency PROINVEX, staff of the Vice Ministry of International Trade and key stakeholders in the Panamá Pacífico and Colón Free Zones in order to promote exports from, and inward investment in the Panama Canal Zone (2009).
